On August 1,
1946, the Automobile Office, Railway Management Committee, Department of
Transportation was reorganized as Highway Bureau of Taiwan Province,
promulgated by the Taiwan Chief Executive, to take charge of highway
transportation business.
After the Taiwan Provincial
Government was established in May, 1947, it was renamed Highway Bureau of
Taiwan Province, under the jurisdiction of Department of Transportation. In
1949, Construction Office was established to administer highway construction
business in Taiwan Province. Since then, the businesses of Highway Bureau
have included engineering, transportation, and supervision.
In 1952, the Highway Bureau divided
supervision from transportation business, and established Kaohsiung Motor
Vehicles Office, which was renamed the 5th District Motor Vehicles Office of
Highway Bureau in 1966, followed by the establishment of four stations –
Pingtung, Taitung, Penghu, and Cishan within its jurisdiction.
Hengchun Substation was established
in September 1981, and became an affiliate under the jurisdiction of the
subordinates of the Ministry of Transportation and Communications on July 1,
1999, pursuant to the Provisional Regulations for Each Motor Vehicles
Office, Highway Bureau of Ministry of Transportation and Communications
stipulated in Article 11 of the Provisional Regulations of Highway Bureau,
Ministry of Transportation and Communications in the 2nd Paragraph, Article
5 of the Provisional Statute for the Reorganization of Taiwan Provincial
Government. Furthermore, for the legalization of government organizations,
the Organic Act for Each Motor Vehicles Office, Directorate General of
Highways, Ministry of Transportation and Communications was enacted by the
President on January 21, 2002 after it was approved in the third reading of
the Legislative Yuan, and then was put into effect since January 30, 2002
with the approval of the Executive Yuan in the document of Yuan-Tai-Wun-Zih
No. 0910004320-A dated January 29, 2002. In the meantime, Hengchun
Substation was renamed Hengchun Substation, Pingtung Station, Kaohsiung
Motor Vehicles Office, Directorate General of Highways of Ministry of
Transportation and Communications.
Initially, Hengchun Substation ran
its business in a rented office at No. 32, Wunhua Road, Hengchun Township,
Pingtung County, and undertook motorcycle business only. Later, due to aged
building and business demand, Hengchun Substation moved to the current
location - No. 11, Caopu Rd., Hengchun Township, Pingtung County in April
1991, where the land was borrowed from Hengchun Station, Fonggang Branch,
Third Maintenance Office, Directorate General of Highways. The business
scope has also expanded over the years to meet general needs, currently
including various automobile businesses (except for automobile road test,
automobile inspection, learner’s permit, vehicle loan business, and new
license plate registration for imported cars) in addition to motorcycle
business.
The land purchased from the maintenance work of Taiwan Motor Transport Company in 2006 served as the new space for our substation to move in. The reconstruction took a year to complete. Starting from April 30, 2007, we began to provide our services for residents in Hengchun, Manjhou, Mudan, Shihzih, Checheng, Fangshan, and other townships at this location. The area is spacious with a bright and comfortable environment, earning praises from all the people who visited our substation. We have also reserved land for vehicle inspection and road test sites, for the purposes of expanding our services in the future.

people. Because the
establishment of authority is
limited, this substation doesn’t
establish any sections .
